The Pilar Community College (PiCC) is the first and new tertiary school situated at Calongay Pilar Sorsogon. It was established in the year of 2020 with the initiative of the Local Government Unit of Pilar to provide the municipality a Local Higher Education Institution. In August 29, 2018, a donation of lot with a total land area of 10,106 square meters were made by the couple, Dennis A. Sy – Reyes and Carolyn Sy – Reyes. This lot was allocated as the Pilar Community College site. By February 27, 2019, Sangguniang Bayan had a resolution enacting an ordinance to establish a local college in the municipality of Pilar.

The vision, mission, goals, and core values of PiCC, as well as the establishment of Interim Board of Trustees headed by Mrs. Carolyn C. Sy – Reyes, had an approval on September 30, 2019. The creation of logo and its corresponding meanings were approved on October 19, 2019. PiCC library development plan and the selection process of faculty members using the Merit system were introduced in November 11, 2019. Construction and site development was still on-going until November 12, 2019.

As of the year 2022, the Pilar Community College is still working on the required documents to request institutional recognition and program permit to operate the institution. 

The Pilar Community College proposed to offer a 4-year course in Bachelor of Technology and Livelihood Education (BTLEd) major in Information and Communication Technology (ICT). This relevant course which has one major field is a degree program in teacher education. This seeks to align the individual and community needs through launching a college education in affordable fees
